Library Regulations

1. The Regulations have been established in accordance with article 5 of the National Kaohsiung Marine University Library Management Regulation.

2. Readers shall use a borrower’s card or student ID card to borrow books in the opening hours of the Library, the only exception is that readers may not borrow books 30 minutes before the Library closes. The borrower’s card or student card cannot be transferred to other persons. Anyone who violates the rules will have their right to borrow books within the current semester cancelled, and the reader will be asked to return the borrowed books.

3. Reference books, precious pictures, maps, course reserves, journals, newspapers, audiovisual materials and other materials designated by the Library shall be available for viewing at the Library only.

4. Rules for borrowing books:

(1)The rules for the total number of borrowed books and loan periods are prescribed as following:

a. Full time faculty, students, part-time teachers, research assistants and temporary personnel: 30 books and 30 days.

b. Retiree, alumni, trainees and volunteers: 5 books and 30 days.

c. Other community institutions having interlibrary cooperation with the Library:5 books and 14 days.

d. Interlibrary loan: The total number of items is determined in compliance with the contract, and the loan period is 14 days.

(2)Teachers may assign ten books from their total number of borrowed books for teaching and research purposes. The maximum loan period is 180 days.

(3)The loan period is from the second day after the borrowing of the books to the return date. The loan period is computed on a basis of 7 days a week, including Saturdays, Sundays, and holidays.

5. Readers shall return library materials on time according to the regulations of the Library. If the due date is on holidays or closing days, the due date will be the next opening day. During the winter/summer vacations, the due date is the date announced by the Library.

6. If the quota of borrowed books has been fulfilled, readers shall not borrow other books before returning them. Readers shall renew books on Webpac one day before the final day of the loan period if no one else reserves for the book. The number of renewals is limited to once, and the loan period starts from the date of renewing books. The overdue books cannot be renewed.

7. Books checked out or displayed can be reserved on Webpac. If the readers fail to check out the books within the deadline, the reservation will be cancelled.

8. If the materials checked out need to be inventoried, arranged, bound, or appointed by teachers as course reserves, the Library will ask borrowers to return the books or materials in advance.

9. If books/materials borrowed from the Library are damaged (including markings, annotations, ink smudges or folding), the Library shall claim compensation according to the degree of damage.

10. Readers who lose (books/materials with breakages or missing pages are regarded as lost) materials borrowed from the Library shall immediately register for lost books/materials in the Library and pay the original price of the books/materials, and the Library will purchase another copy of the book. The calculation method for compensating lost books is prescribed as follow:

(1) If the prices of books can be found, readers shall pay accordingly.

(2) If the prices of books cannot be found, the replacement fees are calculated by the number of pages. For books published in Taiwan, the replacement fees are NT$ 2 per page. For books published in Mainland China, the compensations are NT$ 5 per page. The replacement fees for publications in other countries are NT$ 20 per page.

11. Regulations regarding overdue books and the calculation method of overdue fines:

(1) If borrowers do not return the books of the Library before the due date, the overdue books cannot be renewed and a fine of NT$ 5 per book per day will be charged.

(2) Borrowers’ rights to borrow books from the Library will be suspended if the total number of overdue fines are accumulated to NT$ 150. Books overdue for 30 days will be considered as lost books, borrowers shall pay the overdue fines of NT$ 150 plus the original price of the book. The return of the overdue books/materials can only be accepted before the Library buys and replaces the books.

(3) If borrowers have some special reasons, they may do voluntary service instead of paying the overdue fines with the approval of the Library.

(4) The overdue days are calculated on daily basis. The overdue time less than one day shall still be computed as one day. The overdue days are calculated with Saturdays, Sundays and holidays included.

12. Any full time faculty member, or students (including trainee) shall return borrowed materials, pay overdue fines and compensation before completing the graduation process or leaving his current position.

13. The Regulations are passed at the Library Council meeting and implemented with the approval of the University President Any amendments do likewise.
